Electronic Visit Verification for Home Health Care Services (HHCS)

Section 12006 of the Twenty First Century Cures Act (Cures Act) and the Centers for Medicare & Medicaid Services (CMS) require the State of Pennsylvania to begin utilizing an Electronic Visit Verification (EVV) system for all Home Health Care Services (HHCS) by January 1, 2023. The Cures Act mandates that all visits be timestamped via an electronic verification method utilizing EVV tools to record the member, caregiver, time the service begins and ends, location of the service, date of service and type of service performed.

Therefore, to ensure that the provider community complies with the Cures Act requirements, the State of Pennsylvania requires all providers to be fully integrated and implement EVV for HHCS by January 1, 2023. As a result, HPP will continue its partnership with HHAeXchange and will be going live with a soft launch on December 1, 2022.

We understand that some agencies may have an enterprise EVV solution already in place to help with compliance. Our intention is not to replace any EVV solution you have in place, but to ensure that we are able to collect the visit data for HPP and Pennsylvania programs. We want to provide options for providers to make this process as easy as possible. One option is a free EVV solution that HHAeXchange will provide to manage EVV compliance for the members you service. Please see the action steps below that are required to ensure your path to success for the January 1, 2023go-live.

Step #1: Choose your EVV provider selection and the HHAeXchange platform

HHAeXchange offers EVV solutions at no cost to providers and data integration options for providers who already have EVV software. Based on your provider setup, these are the options available:

  • Option 1 – Agencies currently without an EVV solution: Use the free EVV tools provided by HHAeXchange and HPP.
  • Option 2 – Agencies currently using another 3rd Party EVV solution: Use your existing EVV system and import visit data into HHAeXchange. HHA will route visit data to HPP.
  • Option 3 – Existing providers that currently utilize the HHAeXchange provider platform: You will be linked with the new service codes in scope.

Step #2: Complete HHAeXchange Portal Configuration Questionnaire

We ask that you complete the HHAeXchange EVV Questionnaire no later than October 9, 2022 so that HHAeXchange knows which EVV option you are selecting and how visit data will ultimately be aggregated for HPP. We will continue to follow up until the survey is complete. Please note, the questionnaire only needs to be completed once. The questionnaire link can be found here: https://www.cognitoforms.com/HHAeXchange1/pennsylvaniahomehealthhhaexchangeproviderenrollmentform

Step #3: Register and attend an Information Session

HHAeXchange will hold Information Sessions beginning October 3, 2022. A link to Info Session registration will be provided to the contact who completes the HHAeXchange Portal Configuration Questionnaire. Once the questionnaire has been completed, please use the link at the end to sign up for one of the Provider Information Sessions listed below. You are only required to attend one session as all three will provide the same information.

Wednesday, October 12 at 10 a.m.

Tuesday, October 18 at 12 Noon

Thursday, October 20 at 1 p.m.
